SUBJECT: Teleconference #1 Committee Meeting Notes
Enclosed are the notes from the first public teleconference call of the Committee of Scientists Federal Advisory Committee held June 17, 1998, from 11:00 am to 2:00 pm Eastern Daylight Time.
The purpose of the teleconference was to discuss the committee's draft report to the Secretary of Agriculture and the Chief of the Forest Service. The public could participate on the telephone call at the Washington D.C. Office of the Forest Service and all regional offices of the Forest Service.

Minutes of June 17th Teleconference Call with Committee of Scientists
General Discussion of June 12 Draft Report
Dr. Johnson led the discussion of the overall report. The committee conducted a chapter by chapter review of the draft report. The committee reviewed the following sections of the draft report: Title; Introduction- The Context for Land Stewardship in the Next Generation; Chapter One- Sustaining the Lands, Economies, and Human Communities; Chapter Two- Implementing Sustainability; Chapter Three-Interpreting the National Forest Management Act in the Context of Sustainability; and Chapter Four- Planning to Achieve Sustainability and Deepen Public Engagement. After discussion of the draft report, Dr. Johnson discussed committee assignments to revise, restructure and edit certain sections of the draft report. Dr. Johnson informed the committee that he had employed an editor to help with the report.

The Committee agreed that the next draft of the committee's report should be made available to the public on the committee' s WEB page. The Committee also discussed when the public should be provided an opportunity to comment on the draft report.
Discussion of Review of Draft Forest Service Planning Regulations
Dr. Johnson and Dr. Sedjo discussed whether or not the committee was conducting a critique of the April 1995 draft planning regulations. The Committee agreed that it was developing a framework for planning and not a section-by-section critique of the draft planning regulations. The Committee noted that it was developing specific regulation language for ecological sustainability.
