Color in many ways can be said to be a bonus. Since most of us do have color capabilities, use it to your advantage by tying areas on a page together with color, keeping a consistent feel from page to page with color, and highlighting important areas with color.
Also make sure color is not your adversary. Make sure backgrounds don't clash with images on the page, and that text is readable against your chosen background.
